“Yes, I understand that you and I made a contract a few years ago that I would pay you $100 now, but, well, I’m kind of an idiot (I have no idea how to spend and save properly), so I’m just going to pay you $50. Now go away.”

Only one further comment from me: the real problem, of course, is that people ever trusted government agencies to save money for them. Still, the same thing can happen with private agencies and even individuals. In all 3 cases, I think the agent (individual, private agency, or gov’t agency) that makes a promise and fails to take action enabling it to live up to that promise, is clearly wronging–and likely harming–the promisee.
