Fulbright Visiting Research Chair in the Theory and Practice of Constitutionalism and Federalism, McGill University, 2013-14

The Research Group on Constitutional Studies and the Department of Political Science at McGill University will again host a visiting Fulbright Chair for a stay of one semester, extendable to up to one year, in 2013-14. The Chair receives a stipend of $US 25,000, and is expected to be in residence at McGill conducting research throughout the term of the award. The Chair will be a Fellow of RGCS during his or her stay, expected to take an active part in the Group’s intellectual life, including regular participation and one presentation at the RGCS faculty and fellows workshop. There is no teaching requirement. The Chair may be asked to deliver 1-2 public lectures on the topic of his or her research, to guest-lecture to an appropriate class, or to take part in appropriate workshop or seminar sessions. Both junior and senior applicants are welcome.

The chair will pursue research in constitutionalism broadly construed; an interest in federalism in particular is desirable but not necessary. The ability to engage with scholars and students across methodologies – normative, empirical, intellectual-historical, jurisprudential, and formal, for example – is more important than particular areas of emphasis. Sample areas of interest include: the constitutional status of federalist arrangements, including their judicial enforceability, their founding status, and their effects on other constitutional structures; empirical comparative studies of federalism; analytic or formal modeling of federal systems; normative research on the justifiability and justifiable shape of federalism, as compared with unitary, confederal, and subsidiary models of government; the intellectual foundations of federalism, including the history of federalist thought; multiethnic federalism; the relationship between constitutionalism and democracy or between constitutionalism and liberalism; the stability of constitutional systems; constitutional political economy; constitutional entrenchment and judicial review; the history of constitutional thought.

The Fulbright Visiting Research Chairs are normally awarded for one semester, though successful applicants may opt to extend their stay to a full year. Dates of the awards should coincide with the academic year of the host institution.

Provisions for Fulbright Visiting Chair awards are particular to each institution, though normally carry a value of US$25,000 for one semester. Basic health insurance is also provided, along with visa services and on campus support. Enrichment opportunities are available through the Fulbright Mobility Initiative in Canada and the Occasional Lecturers Program in the United States. Faculty sabbatical, leave-of-absence, or retirement pay may be used concurrently with Fulbright support.

All awards are subject to available funding, approval by the J. William Fulbright Foreign Scholarship Board (FSB), and compliance with FSB guidelines. Deadline for Application: August 1, 2012

To be eligible, applicants must:

Be an American citizen at the time of application (permanent resident status or landed immigrant status are not sufficient)

Have obtained a Ph.D. or equivalent professional/terminal degree by December 31, 2012 or have equivalent professional experience

Demonstrate appropriate language proficiency (English and/or French, corresponding to the language of instruction at your intended host institution)

You are not eligible for a Canada-U.S. Fulbright Award if:

You currently hold permanent residency status in Canada

You are currently residing in Canada

You have resided abroad for five or more consecutive years in the six year period immediately preceding the date of application

You have received a Fulbright Award within the last five years

You have received two previous Fulbright Scholar Awards

You are an American applicant and you are a dual citizen of Canada and the United States
